Parker Rybeck has been assigned the case of his career-monitor the burgeoning Liberty Brigade militia. Retired Army Colonel Paul Moran has dreams of uniting all the unorganized militias in the United States under one umbrella, Liberty Brigade. Once he's done that, he plans to strike at the heart of the U.S. government and enact the change he believes is so badly needed. As Rybeck digs deeper into Liberty Brigade, he discovers a frightening truth. Moran has acquired Russian-made cruise missiles. However, the conspiracy runs much deeper than Rybeck can even imagine. As he lays out his plan to raid Moran's headquarters, the militia leader's plot is already playing out in the heart of Washington D.C. Can Rybeck and his team stop Moran before it's too late or will Moran be able to seize control of the government?
